Can't offer much advice on vampire counts but things i've found with tomb kings is that characters on monsters are absurdly powerful and monsters are also pretty good. Same goes for characters and heavy chariots. I think infantry are kind of terrible but i've heard vampire counts zombies are supposed to be good for some reason because they tarpit. They're basically what skaven slaves used to be.

Considering you have monsters, characters chariots/monsters, cavalry and god knows what else i think you'll do well. I've heard vampire counts are currently really strong but that might change if they re-write some of the online legends armies' stats like they did for skaven (to my knowledge).

For me black knights I’ll be using a bsb with banner of the barrows and a vampire.

I believe many are using the coventrone should be good as it has the combined profile. I can’t see anything wrong with a flying chariot. Skirting are find, blood knights look great as well.
