No it's not. The Warp in 40k is massively different from the Winds of Magic in WHFB.
The Warp is pretty equal to the Realm of Chaos, but eh.
Equal to it yes, but not the same.
The Warp is more than just Chaos since it is molded by all thoughts, acts of Will and emotions which allowed the Eldar Gods to exist, the Emperor to become a god and allows Draigo to surround himself in his own reality.
