What do the dudes and dudettes of DakkaDakka think is the weirdest, most random and/or insane games in existence? It can be "good" random (Conker the Squirrel's Bad Fur Day, or Bayonetta, or Touhou, for example) or "creepy" random, whatever you feel like.
My vote goes to Sneak King. You control a deformed creature that would give Slender Man nightmares and creep up on innocent townsfolk before shoving fast food in their faces. Weird. Just...Gah. And it doesn't even have the excuse of being one of these games that you can only find in the deepest, darkest bits of Akhibara that even the most diehard of Otaku stay out of. It was widely available in American Burger King joints.

But if you want 'weird', there's Cho Aniki. It's about two overly homoerotic muscular men that can shoot lasers out of the top of their bald heads. They live in a world infested with bodybuilders and disembodied parts of bodybuilders.
The game is a shoot-em-up.

It also spawned sequels and spinoffs like a fighting game:
You are a Carpenter/Plumber from who knows where (I think Brooklyn)
You first save some random girl from a big ape
You then have to clear sewers full of evil turtles and crabs
Then you remove yourself from the earth as you travel across strange lands with sentient mushrooms, turtles, dinosaurs, various power ups with eyes, trying to find that princess that always seems to be in another castle, etc etc
And then you find out that it was all a dream because your 2nd platformer game was a reskin of Doki Doki

Armed and Dangerous is pretty strange, and McPixel is just balls-out insane.
And A Mother's Inferno wins the award for most pretentious and insane pile of bs.

Ok now im goin to have to pick that game up! Got the postal movie and split the sides laughing at the cat silencer, so i think that the game sounds right up my alley (and who would not love killing an army of bin ladens)

I'll have to put this as the weirdest game I've played
All you do is fly around and suck people's blood....all while avoiding detection and other hazards.
EDIT - I'll agree with Katamari Damacy being pretty weird also...but the King of All Cosmos always gave me a good laugh with some of the random crap he says

The game itself, not so much - it's fun.
But I constantly think it weird they managed to get the rights to make a Batman title so silly and ridiculous.
Maybe it is just me though.
Other than that, I remember thinking Athena (NES) was mind-bogglingly weird, playing it when I was younger.
It makes less sense now.
