Codex: Daemons is superior. It doesn't have to waste 1 of its powers on the terrible Nurgle table so it gets to roll 3 times on biomancy giving it better chances of getting Iron Arm or Endurance. It can get Greater rewards giving it even more durability. And it can always take the Balesword which gives it poison (so reroll to wounds pretty much) and Instant Death on all of its attacks.
The CSM varient's only advantage is the Black Mace and Spell Familiar which while good the roles those provide are easily done better by other chaos units.

Chaos Demons, because Baleswords (Nurgle Greater Magic Weapon for 20pts) have Instant Death. If you happen to get Iron Arm as a psychic power, which isn't unreasonable if you are a ML3 Psyker, then you are WS9, S9, I8, AP2, Poisoned 4+, Instant Death. You'll be wounding Wraithknights on a 3+ (re-rolling because of higher Strength with a poisoned weapon), ignoring its FNP and doing d3 wounds for each unsaved.
CSM DP can get the Black Mace, but I think the Balesword is better. Plus CD Psykers aren't forced to roll on a god specific table like CSM Psykers are.

Utterly depends how many points you want to spend on it.
If going all out, then deamons for what has been listed above.
Whereas if you just want to pay LR prices, then CSM prince with Black Mace, wings and maybe armour. Leave powers alone and save a fair few points if going for that build, because 2 rolls means you're not likely to be rolling Iron Arm, even less likely to be rolling Iron Arm AND Warp Speed.
With the latter build you get (on the charge) 8-13 ws9 I8 st6 ap2 fleshbane attacks that cause any opponents models within 3" to take a toughness test with no armour saves or lose a wound... that is lethal! You also still have a 2+ jink 3+ armour for ignores cover and 5++ Deamon save, so still pretty durable in comparison (not counting greater rewards) for the points, even if not T8. And is also almost 100pts cheaper than the psyker build.
The problem with the psyker build is that you have to pay the points, roll the right powers and also cast the powers to end up being more effective than the non psyker build, otherwise the BM prince is better by a mile. Yes you end up being rediculously effective if you do get and cast Iron Arm and/or Warp Speed, but the extra points and risk are there to make up for it.

I'd also wager that the DM prince is better vs any units trying to tarpit it. The black mace already has lots of attacks but one kill and things start dieing in droves. At least vs horde type tarpits. Except maybe orks with their T4, but then again, there will be so many that toughness tests will be failed regardless. You ca almost think of it as a weaksauce stomp.
