The Stratagem Squad Tactics says:
Your unit can make a Normal move of up to D6", or a Normal move of up to 6" instead if it is under the effects of the Tactical Doctrine.
If I targeted a unit that had a move statistic of 5" that was also under the effects of the Tactical Doctrine can I move that unit a maximum of 5" or 6"?

Why 6" ? A normal move is defined as a distance equal or up to the units movement characteristic. If the unit has 5" move, it can move 5".
Normal Moves
When a unit makes a Normal move, each model in that unit can move a distance in inches less than or equal to its Move (M) characteristic, but no model can be moved within Engagement Range of any enemy models. A unit cannot make more than one Normal move per phase.

The stratagem specifies distances though - specific rules have always overridden general rules. I'd say the Normal in this rule is just clarifying that it doesn't count as an advance or a charge.

Since it says "a normal move up to 6 inches" if they cannot move 6" in a normal move, they move 5" (or whatever their movement is) as that is the only legal way for them to make a normal move and it falls within the guidelines of "up to 6 inches" They are saying you make a normal move, that normal move can be up to 6" but the normal move is the key part.

Yeap, you can make your unit normal move but not greater than 6". So if it 5" you move 5", if it more than 6" (i.e. 7" ) you move 6".
