Alternatively, if I used a Captain instead of a Master, and downgrade him to a bolt pistol, I can give one Sarge termi honors and a powerfist. Worth it?

Not too bad, but you're going to see those small, 5-man squads wiped out quickly. I'd reccomend changing your veteran sergeants to just standard amrines and beefing up your squads (if you have a Master, the only benefit to vets are some expensive weapons at the 500-pt level). The landspeeders look good, as does the master.
Again with the tatcicals, consider that a flamer does not really compliment a ranged heavy weapon like a heayv bolter like a plasmagun does. COnsider saving the flamer for a veteran squad.

I put jump packs on my flamer models as they are very literally an assault weapon. My Macragge Sergeant ended up in that squad as well - I swopped his bolt pistol for a second chainsword and I'm rather happy with the effect.
I'd suggest 2x6 Tacticals with lascannon and plasma gun for the two mandatory choices. The Tornadoes are pimping a lot of good AP shots as it is, and Tacticals get lascannon fairly cheap. The Master would work about as well with just a power sword and a jump pack - or alternatively you could go for a Reclusiarch with a jump pack and a bolt pistol or melta bombs for a more choppy and durable hero - it's only two squads who miss out on +2 LD, and Marines get ATSKNF anyways.
I would not put a powerfist on a Tactical squad with fewer than eight members - basically the classic "all-rounder" marine squad, able to move in to rapid fire or assault weaker enemies, or else stand off with a cheap heavy bolter and ping away at 24". If you opted for this sort of squad instead of a six man lasplas team, you would be "stuck" with a cheap Captain as your mandatory HQ choice - basically you forfeit mobility for stability.
The missile launcher is probably best saved for a Devastator squad, as lascannons get a little pricey for them.
