I came across this problem recently, what happens when my opponent gets a glancing hit roll of a.) 4 or b.) 5 on an open-topped (piranha) vehicles that has a Decoy Launcher ? When am I allowed to use the DL, when the end result is Immobilised or when the rolled result is Immobilised ?

Use the modified result; it's the "real" one. It's only an "immobilized" result once all modifiers are applied. A rolled 5 on glancing to a open-topped vehicle is actually "destroyed", so it isn't subject to rerolls.

As a rule of thumb, the designers do not hide "easter eggs" in the rules. If clever reading is required to unlock some sort of hidden option, then it is most likely the result of wishful thinking.

Lord Sutekh has the right of it. You use the decoy launcher when the actual final result of the damage is immobilized.
