The idea is to represent a very small vehicle, or mechanized cart to transport and mount an IG squad's heavy weapon (akin to a Vietnam mule transport carting a reoilles rifle Thinking of a conversion, using 1/35 scale cars to represent a transport option for a platoon's heavy weapon.  Would 1/35 scale fit to 40K scale for vehicles? inversely thinking of using the bottom half of a FOW cruiser tank to represent more of a mechanized cart. Visually the ank below without the turrent and the approximation fo gun on top: . thinking gun size XXX XXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXX XXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXx XXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXX Are weither of these concepts do-able. Price is a consideration (the first suggestion was use Orkwartrukks but that is price prohibitive at $30 each).

I'm not sure either of them would work.. 40k is theoretically a 28mm (1/72) scale it's not quite correct mind you otherwise there would be a noticable difference in size between a 5 to 6 foot tall guardsman and an 8 to 9 foot tall space marine.. but enough on that.
the first one is going to be far far to big for what you seem to be going for, I'm guessing that jeep would be roughly the size of a rhino, and the second is going to be far far too small that tank is about the size of a standard slotta base, a little bigger.

 This is about the size of cart I was first thinking of (vs. guys for scale). I imagine the FOW size tank chassis would be out of scale fo that?

first off 1/72 is similar to 20mm, not 28mm as stated earlier. 28mm is around 1/56, which is very hard to find outside of the miniatures community. 1/35 is the predominant armor/ground modeling scale, but is generaly too large for vehicles. 1/48 is the airplane modeling scale, and despite being "too large", can actualy work quite well with GW figures because of the bases which make the figures look much taller than they are, and because of the bulkiness caused by "heroic" scale. For your mule, you are looking at a small vehicle, which needs to look small when you are done. I would sugest a kettenrad, which was actualy used for the purpose you mention. Better, Tamiya makes one in 1/48, so all you will need to do is base it on one of the flat 60mm bases to make it look very 40k. Squadron sells it for $15 here: http://www.squadron.com/ItemDetails.asp?item=TM32502 You may want to remove the motorcycle stearing portion and replace that with a servitor or something, but that is up to you.

I would suggest 1/48 scale for WH40k. It's slightly overscale but that will take into account the bulkier nature of WH40k stuff.
For a small mule style vehicle, you may get away with using a 1/72 WWII truck chassis. It would be quite smal but would compare quite well, to the one in the picture you posted.
