How do people play the Witch Hunter Praesidium Protectiva rule that states that it may only be used against one "opponent" per turn?  Does this mean one model or one unit?  Sounds like one model, or it wouldn't be much of a disadvantage.  Would any models rolling to hit against an IC with a PP need to roll separately so that it can be determined which model the PP save is best taken against?  This seems to me the most sensible interpretation, but it seems quite vague.  Or maybe I am missing something entirely..

That PP rule was essentially a copy of the Storm Shield rules back in 3rd edition. They updated the Storm Shield rules in the new SM codex, but obviously the PP hasn't had the same benefit (and unfortunatley they didn't update it in the Wargear Book either).

There simply is no easy way to play this RAW unless the guy with the PP is squaring off against only a single model in close combat (such as against an IC).

Even though it is entirely unofficial and not supported by the RAW, I would suggest just ignoring the "one opponent" proviso (as the new Storm Shield rule does) when using the PP. Your opponents will almost certainly not even notice.

yakface's 40K rule #1: Although the rules allow you to use modeling to your advantage, how badly do you need to win your toy soldier games?
