They add both toughness and a 3+ save to shining spears and gaurdians, so I assume it is true for warlocks and farseers.
If you look at the gaurdian jetbike entry it gives wargear rules for jet bikes and also refers you to the eldar jetbikes entry for movement in the 40K rulebook.
By RAW, it doesn't say for Farseer. Common sense, yes, the Farseer should get the bonus. But, remember, we have Autarchs riding jetbikes who fleet while every other jetbike model seemed to have lost the fleet ability. Be wary around here.
