So who cant leave home without it (terminator armor)? Who likes to stay cheap and light (power armor)? This would be for your Marine HQ (Chaplain/Librarian/Master/Captain) in 1000+ point level games.

I don't see 285pts. minimum in a 1000pt. game being very cost-effective, even for assault cannons. 3 Tornados cost less, have more dakka, and are three scoring units.
At 1500 and up, it becomes a better proposition.

As a rule of thumb, the designers do not hide "easter eggs" in the rules. If clever reading is required to unlock some sort of hidden option, then it is most likely the result of wishful thinking.
But there's no sense crying over every mistake;
You just keep on trying till you run out of cake.

Nope. It's less about how you use the commander, and more about how you use the troops he's commanding to preclude threats to him.

If I lose him something else more valuable to my plan survives.
Termi armour does not gaurantee that he will survive.

I have two of the 5 man Assault Cannon caddy HQs for my Dark Angels list, so I guess I don't hate Terminator HQs, but I think the HQ unit I'm most comfortable with is a Chaplain with Jump Pack. That's a total no-brainer for my Blood Angels, and I like him a lot for my Dark Angels as well.
Still, Terminators plodding around, mowing crap down, people, tanks, whatever... It can be fun. You can't go wrong with lots of Assault Cannons.
As sutekh says, it's only after 1500 that Terminators start to make sense. Otherwise, a cheaper, hitty sort of HQ like a Chaplain is a better bet. Still can really sway the game with 6A, Litanies of Hate on the charge.

I have always found terminators to be too expensive for me. I can live with a 3+ save over a 2+/5+
|
Orkses is never beated in battle. If we win we win, if we die we die so it don't count as beat. If we runs for it we don't die neither, so we can always come back for anuvver go, see! |

I run a full-sized command squad, with relatively little kitting out (PF for the Sarge, Company Champ, Meltagun), with my Marshal (Black Templars). They infiltrate, which may cost me 33 points per Command Squad, but it's worth it to get 20 CC Marines and 2 fairly good characters into assault within the first few turns.
I also have a teleport homer on my Marshal, so that he can beam down my Termies for close fire support. The 10-man Command Squad is an expensive ablative unit, but it can hold its own in H2H.
I don't think I'd let my commander run around on his own unless I was playing a very low points game where I wanted a cheapo HQ with some CC killy power, like a Castellan with a Power Sword and a Plasma Pistol (WYSIWYG - I modeled a PP on him).
