Unfortunately GW doesn't seem to be very in to releasing more 'fringe' armies (IE: armies released in WD or online or wherever) but it would be great to see some Armored Company type lists for all races. Of course the rules for skimmers would make it hard to beat 10x Hammerheads or 10x FirePrisms/Falcons.

I think your best hope for fringe-styled lists now comes from Forgeworld in their big IA books they almost always seem to have at least one alternate take on an existing army.
The biggest reason why you won't see any other all vehicle lists for other races besides the guard is that, even with FW kits no other race has enough vehicle variety to really pull a dedicated vehicle list that would have many options.
The Eldar have what?
HQ: Upgraded Falcon
ELITES: Troops in Wave Serpent (?)
TROOPS: Falcon
FA: Vypers
HEAVY: Fire Prism, Fire Storm (the FW AA tank), Night Spinner (sucky FW mortar tank)
There's not a whole lot of variety there. One type of Fast Attack? You see the problem. Space Marines probably could pull it off, but they're not really known for their large tank formations in the fluff.

I think a marine all armor list would rock, 5 razorbacks, 5 preds and a couple of land raiders and a whirlwind or two, not uber but fun to play.

As a rule of thumb, the designers do not hide "easter eggs" in the rules. If clever reading is required to unlock some sort of hidden option, then it is most likely the result of wishful thinking.
But there's no sense crying over every mistake;

Combined with vindicators with siege shells? Hell yea. That list would dominate in CoD
HQ: Command Vindicator w/ Siege Shells
Elites: 2 Predator Destructors w/ HB Sponsons
Troops: 2 Vindicators w/ Siege Shells
Fast Attack: 2 Speeders w/ Multi-Meltas
Heavy Support: 3 Whirlwinds w/ Vengeance Misiles
That list would suck to fight against. Vindicators for MEQ-killing (in CoD mostly because of range limitations) and bringin down buildings, destructors for killing infantry, speeders to pop tanks (might need more than two outside of CoD, and Whirlies to rain death and pin guys. Castellans would do nicely in area denial, and vengeance for hordes.
I'm so interested, I think I'll make a mini-dex. Back soon with more on that.

I've worked a little on the list. Definitely nowhere near done, but I can talk about a couple conclusions I've come to:
1. Dreadnoughts are very rare, according to fluff, and are revered as ancient machines of war. As such, you won't see them muchin a SMAC (Space Marine Armored Company). If they are taken, I'm thinking 0-1 only, and will automatically have the Venerable upgrade and Drop Pod, since they can't keep up with vehicle on their own.
2. Speeders are also going to be rare. I have made a "Scout Tank" entry as one of the HQ choices that allows a single Landspeeder (or a variant) to be taken, along with options for a Razorback and Rhino, since it makes sense that a quick, light unit would be given the duty of vanguard element, with all the communications equipment necessary.
I'm planning on writing in a 0-1 section in Fast Attack for a Speeder squadron, but no more. Too many Assault Cannons would make opponents call cheese, and rightfully so.
Here's the basic layout I'm thinking it will have:
HQ 1 Command Tank (Preds, Razorback, 0-1 Scout Vehicle (Scout Rhino, Razorback, Land Speeder)
Elites 0-1 Venerable Dropping Dread 0-2 Razorback with 6-man Space Marine Squad (may take upgrades as per C:SM) Tank Ace (Space Marine Equivalent) Razorback with Techmarine (4 servitors must be taken)
Troops Light Tank Squadron (1-3 Vehicles: Razorback only) Medium Tank (Predator Variants, Vindicator) 0-1 Heavy Tank (1-2 Vehicles that act independently of one another: Land Raider, Land Raider Crusader)
Fast Attack 0-1 Land Speeder Squadron (1-3 Speeders, may mix variants) 0-1 Assault Squad (5-10 Marines, upgrades as per C:SM) 0-1 Attack Bike Squadron (1-3 Attack Bikes, upgrades as per C:SM) Bike Squadron (3-5 Bikes, upgrades as per C:SM) Bulldog (special creation of mine, may nix from list if it proves to be too powerful) Razorback
Heavy Support 0-2 Medium Tank (Pred Variants, Vindicator) Artillery Support Battery (1-2 Whirlwinds, may mix armaments) 0-2 Heavy Tank (1-2 Vehicles, act independently: Land Raider, LRC)
Questions, criticism welcome. This is purely for my own enjoyment, and do not plan to spend the money necessary to make such a list, but what the heck, it's fun.

I figure you could pull it off well enough. The real difficulty is that Tau and Eldar would be virtually untouchable by a CC army. Granted, they can do something similar now, but Eldar definitely have the variety you'd need. Remember that Serpents are virtually tanks in their own right - they'd be your Troops choices, taken by themselves and Scoring, along with Falcons. Elites offer the Nightspinner, Firestorm, and Wraithlord. Both of the tanks would probably need some changes - the Nightspinner would need something more impressive than a Shadow Weaver and the Firestorm could be given something more like a massive Scatter Laser. Fast Attack has Vypers, War Walkers, and, following the example of IG AC, Guardian/Avenger squads in Serpents. Prisms and, perhaps, upgraded Falcons would fill out the Heavy Support choices, and your HQs would consist of an upgraded Prism and a Vyper-riding Autarch (along the lines of the special character in the old codex).

AC is mechanized, with elite troops counting as elites. Assuming no doctrines or increased point costs to reflect the ability to use doctrines (marine variant): Ironwing HQ -army commander. Must be equipped in LR or LR variant. May not be a Librarian or Chaplain. This simulates the AC list requiring the commander be placed in an MBT. Elite -Terminators. Must be equipped in an LR or LRC -Dreadnought (non-veteran) This simulates that elites in the AC are the same as elites in the IG codex. Fast Attack -Landspeeders. -Assault marines. Assault marines must be transported by a rhino or razorback This simulates similar FA to the AC list. Troops: -Predator A or D -Land raider (no variant). Heavy support -whirlwind -LRC, LR Helios(? ) This simulates how the demolisher is treated as a heavy – a short range hammer.
