GW seems to have three ways of noting that a unit must be within X number of inches of something for it to count as getting the benefit of whatever. There is 'entire unit within' which is often used for objectives at the end of the game and is very clear (table quarters, 12" of center) There is 'a model from a unit within X inches' which is pretty clear (Wraithguard and warlock for example) Then there is "a unit within X inches" which is the unclear one (Shadowsuns Command Link drone) For the third one (shadowsun) is it one+ model or the entire unit? I would say that it is the entire unit but that is not very clear by the wording.

Because of the way the word "within" works with reference to proximity and distance, a unit is within x inches of another unit if even one model is within that distance.
As an example think about a situation where if your car is parked within 15' of a fire hydrant, you can get a parking ticket. The traffic cop doesn't care if your whole car is within 15'; if any part of it is within 15', you get a ticket.

Exactly. It's just like coherency.
Two units are within a given distance of one another if the distance between their closest elements (as measured by their bases, or their hulls for non-based vehicles) is that distance or less.
COMPLETELY within is very different. Note that several scenarios use "within" or "completely within" at different levels of play. Alpha Take & Hold, for example, just requires units to be within 12" of the center of the table at the end to contest the objective (probably because that's the only way to win the scenario), whereas in Gamma or Omega scoring units have to be COMPLETELY within to earn the bonus points.

Use disembarking/embarking as an example. The diagrams are nice and clear in 4th ed that you measure from the hatch to the EDGE of the model's base. A lot of people tried to argue that the models had to be completely within 2" of the hatch in 3rd, and GW thankfully made it more explicit in 4th. Then show them the different wordings for Take & Hold. Those two examples should convince most people.
