 Anyone have any tips for sculpting hair, and possible armor plating to add to marines? I'm very new to it and could use any advice!

Don't worry, you're not alone. I too struggle with green stuff, and I have only tried to fill gaps on larger models.

Are proper tools needed, or can "simple" gap filling be accomplished with only a hobby knife?

try different combinations of mixing - ie. more yellow for a softer mix, more blue for a harder mix

i find the harder mix easier to work with for making armor plates and insignia, while the softer mix is great for filling gaps and making hair etc.

keep your tools wet with a bit of water or use a bit of vaseline ... i found it really annoying at first - the water would somehow defy gravity and end up on the plastic and not on my knife and tools, ie. GS doesnt stick to model but sticks to the tools ... after some time with it i got the hang of working with the stuff.

dental wax sculpting tools are relatively inexpensive and work a charm.
