The Dark Eldar special character Drazhar has a special rule that allows him to make two "to wound" rolls for every hit he gets in close combat. My question is: how does this work when he is fighting a unit? If he gets two hits will he make four "to wound" rolls against the squad and potentially kill 4 models? Or will he make two "to wound" rolls against the two models he hit and kill, at most, two of the enemy?

Each hit makes two "to-wound" rolls, potentially killing four marines. It is not like implant attack that does two wounds for every failed armor save.
That actually isn't his best ability. His best ability is how he can switch places with the archon/dracon attached to the retinue. That way, you can get your archon away from the "no save" demon prince, or insta-killing power fist, or whatever. Also, remember that Drazhar is a squad upgrade, not an independent character, so he cannot be singled out normally in HtH.

The first is the case. You hit twice, you roll 4 to wound rolls possibily killing 4 models. Of course disembowler blades are power weapons and bump the str of the user So Drazhar is pretty much a pimped out Incubi Master. Hopefully in the new codex (coming in a year or 2) the Incubi Master will have skills like Drazhar or atleast is cheaper as a squad upgrade. Fellow dark eldar players hope he has exarch like skills and they expand on the Incubi/Scorpion rivalry that we all link to the fallen Phoenix Lord.

Now here is is an odd question that gw either cant ( more likely) or wont answer if you have drazhar and your archon it says the two may switch places and d takes the place of the archon.. ok we all agree on that but reading it i see you could switch the 2 even if drazhar was in base to base and the archon wasnt as it says the two may switch places.. they go into some intent but maybe a case could be made that you could use it to get your archon in base to base i havent done it yet but im trying to see if it works

The normal configuration for Drazhar is to have him with a Dracon without a Shadowfield, offering the Dracon protection by switching him to a situation he is more likely to handle. As to switching the two when the Leader is not in BtB, I have done it several times. The leader is an IC, if the IC is not in BtB he gets no attacks and by chance you get charged, opponents who are clever will never charge the Archon/Dracon. Thus switching them gets you more attacks. If you read the special bodyguard rule, then it is clearly worded to allow this very scenario if you wish. It says nothing of being in BtB contact etc.
