From the BGB, it states clearly that both jet bikes and jump infantry may ignore terrain and models during their movement phase. 

However under tank shock, it specifically states that vehicles may not move over friendly units, and there isn't an exception stated for skimmers.  Did I miss it some where?  It dosen't make any sense.

It is thought that they can due to them being over to pass over enemy models, why not your own.

Pg 70 of the BGB states all of what you have said.  Pg 61 says they can move and ingore terrain blah blah, but nothing about friendly models.  I know for my Dark Eldar they can take wargear to tank shock, and also slave snares  to pass over enemy squads and reap easy slaves.

I would say as long as you did not end your move on them that you could, but nothing I read points to it either way.  It does say vehicles cannot move over friendly but nothing about skimmers.

Where does it say that skimmers can pass over enemy models specifically?

BGB, Pg 70, Section: "Skimmers" :

"Skimmers can always choose to move over enemy troops and this neither impedes their movement nor harms the troops below."

I remeber something posted on this quite a while back. I remember semi-grey area on tank shocking troops that are in cover. I believe the consensus was that if they shocked troops in cover they had to take a difficult terrain test? They can basically fly over anything just as long as they don't end thier movement occupying the same space as another model.

Vehicles don't take Difficult Terrain tests.

If they move into Difficult Terrain they take a Dangerous Terrain test.

This does not, however, apply to Skimmers.


So a Skimmer tank shocking a unit in terrain just has to move over them. It ignres the terrain as always.


So far as moving over models, as the quote posted by Saldiven shows, they can move over enemy models, but are not actually allowed to move over friendly models. I suspect that most players would allow it though.

Agreed. Nowhere I could find makes an exception for skimmers that allows them to move over friendly models, but I think it is a safe bet that 99.99% of players out don't make that restriction.

It would be an interesting RAW issue to bring up at a tournament if you were feeling particularly litigious.

Heheh...don't expect to make too many friends if one were to try it, though, right?

I don't think there ever was a question as to how this should be played. I just found it interesting that RAW does not actually allow skimmers to move over friendly models.
