This issue came up in a recent gaming session.  Speed Freeks can get into any vehicle.  So, it appears they do not have dedicated transports as other armies do. 

Does this mean that all speed freek vehicles are scoring units?

At the very least they could take a battlewagon as a heavy choice and it is obvious that it is a scoring unit.  In a speed freek army any battle wagon is treated exactly the same rather it is a heavy choice or taken as a ride for another unit.

If you look at the definition of a dedicated transport on page 62 of the rulebook the criteria is that it is a transport vehicle that is selected along with the unit (and together they take up only a single force organization choice).

Now, dedicated transports have a restriction: that only the unit that purchased them may embark on them. Speed Freeks have a special rule that allow them to ignore this restriction, but that doesn't change the fact that the transport itself is still "dedicated" as defined on page 62 of the rulebook.


So in short: no, Speed Freek transports are not scoring units unless the vehicle takes up it's own force organization choice.
