im starting an ork army can someone tell me what is consindered standard equipmet for a warboss???  ie stuf you dont pay for

You buy the codex first, then the army.  Not the army, then the codex.  The codex has the answers to your question.

 

i have the codex it is unclear on this subject. 

 

It's unclear? Does the Warboss entry state what weapons he comes with? If no, then he comes with nothing. If yes, but some other part of the codex says that the Warboss doesn't come with anything, that is unclear since the codex is in contradiction with itself. So what does the Warboss entry say, and what makes it "unclear?"

I may be misunderstanding, but I'll try to clarify without being too condescending.

The Warboss only comes specifically with the things that are spelled out in the unit entry without listing an additional cost to pay for it.

If you are wondering what things you shouldn't bother buying, that is more of a question for the tactics forum.

ok i ve only played aginst the orks once (got trounched) the book states ork chars can have 2 single handed weps or 1 single handed wep and one 2 handed is this standard or do you have to buy them (this codex really needs to be redone)

it dose not say that the itomes in question are free they still cost pts

I'd suggest you speak with your local game store on this. I'm not trying to be rude, but they'd be able to sit down with you and explain exactly how to purchase items and what is basic/ standard equipment. Once you understand that, then the Dakka forums can help you optimize what to spend points on.
