Here's a tactic I've been mulling over in my head and thought I'd see what you guys thought. Putting a webway in a forward position without reguard to it being surrounded since all my reserves are skimmers or on skimmers( raiders and ravagers). The reasoning is that skimmers can fly over enemy models without any trouble on the table, so should be able to exit the webway in the same fashion over models moved to block it. Thoughts? Is it a tactic so obvious I should be slapped for even asking, or is it such a cheat I should be slapped for even asking?

The outside edge of the portal template is treated the same way as your deployment board edge, IIRC. Which would mean that if it was compltely blocked, you couldn't move on regardless of movement type.

I agree with Balzac. The webway portal is now a round "table deployment edge" for all intents an purposes it seems. If the portal is surrounded with enemy models within one inch of it, then the portal is effectively made impotent because models arriving from the portal cannot deploy. If you cannot deploy, you cant move over other models with a skimmer in the movement phase.

Yes, you can, Relapse.
Hellfury, where does it say that you deploy the model, then move it? Quite the opposite - you move on from the table edge (in this case, round and in the middle of the table). Since you can move over enemies with skimmers, you can move over them while entering play. Yes, you can't deploy on them, but you don't "deploy then move" - that would give you extra movement.

I think Hellfury was trying to say that enemy skimmers can't move within 1" of enemy models and if the portal is surrounded closely (within 1 inch) then it would never be able to move past them. The problem with that is what you said Antonin- Skimmers are specifically allowed to move overenemy models during their move. They may not end their move over other models. If a vehicle (or CC) was blocking the portal it might be a different situation, but if it is just infantry then I don't really see why you couldn't use it.

It would have to be a pretty big group surrounding the WWP. As mentioned earlier, skimmers may move over enemy models, but cannot end their movement withing 1" of an enemy model. Agreed with Antonin; reserves are not deployed on the table and then moved. They are moved on, so all restrictions and rules applying to movement are used, including that which allows a skimmer to move over enemy models.

It pretty much says either place and guard it really good, or suck it up and suffer.

It pretty much says either place and guard it really good, or suck it up and suffer. The FAQ says it works just like a board edge, then goes on to explain further. Just because it doesn't mention skimmers in the explaination doesn't mean they can't come on. If the portal works like a board edge, then skimmers can come on just like they would with a board edge. Unless you are trying to say that skimmers can't come on from a regular board edge.

Actually, as I understand it, skimmers would not be able to come on a board edge that was fully blockaded. But....now I have to go find a citation to back me up on this...

They restriction you mention is stated in a sentence where it says all normal movement rules apply. Normally, you may not move a model within 1" of an enemy model, but skimmers are granted an ability to ignore this in that they may move over enemy models as long as they don't end their movement within 1" of an enemy model. Granted, the FAQ doesn't spell this out specifically, but do you want them to go through and specifically mention all the various rules for movement that apply in relation to the WWP, or just say that the normal rules for movement apply? Though, to be honest, in all the 5+ years of playing a WWP army that I have, I have never come close to having an enemy surround the portal. Sal.

P1. Units move onto the table from reserves. The do not deploy and then move (per main rulebook, Reserves). P2. Moving on from a webway portal works like moving on from the table edge (per webway portal rules). P3. All normal movement rules apply when moving on through a webway portal (per FAQ). P4. Skimmers are allowed to move over enemy units (main rulebook).
Relapse, IMO the answer should be obvious to anyone who has actually read the rules mentioned above.

I think where most are getting confused is before in 3rd edition this was a viable tactic (surrounding the WWP) as then the Skimmers could not move over enemy models therefore even they would be blocked.
4th ed has since allowed the Skimmer to fly over enemy models, so as long as you can get the skimmer outside 1" of an enemy model when it STOPS the WPP will work fine.
It's a mixture of the 3rd edition dex (DE) and 4th edition rule changes. Most think that since the DEX hasn't changed yet then the old rules for them aren't effected by the change in the general rules (i.e. skimmers moving over enemy units).
