Anyone have any experience using this unit?  It was in a White Dwarf Magazine a while ago....

I think for 97 points - this version has some utility in 1850 plus games:

High Command HQ Group (97 Pts)
      1 High Commander - LD 10
      1 Standard Bearer - counts as High Commander's personal banner - an additional standard.
      1 Master Astropath - counts as a psyker with psychic hood (LD 8)
      3 Staff Officers - reroll failed reserve rolls, reroll barrages

It provides Drop troop lists with the effect of Improved comms with out requiring a vehicle, adds an additional standard, and adds a psychic hood - granted its a weak one.

I've never seen this unit before. What White Dwarf did it appear in?

Based on the info you've provided, I think it could be a good unit to have in higher point games. At the 1500 point level I rarely have trouble keeping most of the guardsmen within the HQ's Ld bubble, but at the 2000 point level it could be tricky to pack everyone in so the extra flag could be nice.

In general, though, the unit doesn't add much. Improved comms and a couple of Vox casters could obtain the same effect, and for fewer points.

For 42 points, I think a 2nd Flag, a "chance" to stop psychic powers, and LD 10 is well worth it.
Granted, you can get most everything this unit provides from another unit, be it Sentinel or WH /DH, but no single unit can do all these things for this cheap. There in lies the utility to me.

OTOH, I'm not sure if this unit is officially sanctioned or not so I wouldn't recommend it for anyone thinking about a tourney.

Thats what I was thinking Flagg07 - the thing is, its such an obscure unit, not many judges/play groups have experience with it. Like everything Guard, its not a game altering unit, just another utility unit. The big thing for me is the additional LD10 standard bubble and the improved comms effect. And I like that I dont have to include allies.
