At first glance, I thought this list was totally broken. The cost on a Veteran Assault squad is so low for what you get, it's fairly ridiculous.
The I tried to build a list... Things add up very, VERY quickly, and the compulsory Troops choices are painful thanks to the Combat Squads rule.
So, I've got a few questions...
First is what to do with the Troops choices?
The one thing to bear in mind here is that you get a free DC for every Tactical and Assault squad you buy. At 30 points per DC, this somewhat mitigates the ridiculous costs for Assault and Tactical squads. They actually end up being 14 points per Tactical and 19 for the Assault Marines if you remove 30 points for the DC, and 15 points for the Veteran Sarge.
Filling out the squads to 10 costs the typical price, 15 points per tactical, 22 points per Assault.
You're getting the most most models for your points with 5 man squads.
That said, a good option might be a 5 man Assault Squad with Power Fist (and maybe a Plasma Pistol, thought it's unlikely to make back 15 points).
Another option is to go a similar direction with Tacticals. 5 man, Power Fist plus Meltagun or Flamer. A rather pointless unit without Jump Packs, but they might be able to benefit pile into combats the jump infantry start.
The only way I can see fielding Lascannons, is to take 10 men, Plasma Gun, Lascannon and Power fist, plus a Razorback. Put 5 guys with Fist in Razorback, 5 guns with Las/Plas in traditional Las/Plas spot. Not a bargain, but rolling cover is nice, T-L H Bolters is nice, and you get a Las/Plas squad out of it. I see no reason it's not legal to buy a Razorback for a 10 man squad (and only put 5 in it).
The Veteran Assault Squads are a ridiculously good deal. Only 10 points more than normal Assault Marines, 2A, tons of weapons options, and they still give you a DC. I can't see any reason not to load up on these guys. The concern I had, though, was how to size and equip the squads. Min sized squads are the best value (as they bloat up your DC), but if you do that, you end up with no cheap models to give up to wounds. You're tossing away Meltaguns and Powerfists pretty quick. 6 Vets with 2 Fists and 2 Meltaguns leaves 2 models to drop for wounds... But it just feels wrong passing up a chance to field another Fist in a Jump squad.
