I picked up the new box last night and it came with the book. I now have to decide whether or not to reformat my friendly-game combat patrols to the new Codex or not.
I did notice that CSM now have Bolt Pistol, CCW and Bolter as standard. Since I haven't played much 4th Ed (I played a lot of 1st-3rd) and my rulebooks are in a bookshelf behind a wall of boxes, I want to confirm whether the CSM armed as such can still use 2 weapons in CC? (I had a squad with bolters, and one with BP/CCW in my IW CP).
Then if I convert them across, I have to decide whether to WSIWYG both squads' weapons to the new rulebook's outfits..

They can use 2 weapons in CC and are also armed with the bolters for long range fire. Note, you can't fire the bolters and charge in the same turn (it is debated, but you can fire the pistol and still charge).

As for WYSIWYG, you probably don't need to change anything as the models come with a bolter, bolt pistol, and ccw so it is safe to assume they have it even if the models themselves aren't armed that way. Where you run into trouble with WYSIWIG is using Missile Launchers as Lascannons, not with stock equipment.

My CSM are similarly equipped - 1/2 squads with bolters, 1/2 squads with ccw + bp. I had planned on making a couple 40mm bases loaded with bolters, ccw, pistols, grenades and plop that near the squads to be cheeky and 'comply' with WYSIWYG ... but I'm lazy so I think I'll pass on all that work

I'd argue that only the models in direct base-to-base with their pile of equipment count.

and the barrages will center right on the equipment pile.

I think the Pile counts as a armor 10 open topped Pile... If you score a weapon destroyed: the closest unit within 2D6 get D3, S3 hits...if it explodes: all units within 2D6 get D6, S3 hits.....
