The smaller 1/35 packs will work.  Dragon makes quite a few WWII and modern accessory packs in that scale.  I used them in my SWAT team army.

I highly recommend these backpacks from a guy on ebay. he sells them 20 for 4 dollars and they are extremely nice. the only downside is you will probably get a couple that have a slight mismold on the bedroll but for the price i thought it was well worth it. i put one on every infantyman in my guard army.

Do their minis scale up to GW as well as their prices?
