Swap the spawn for something else, no armour save makes them die quickly. The following ideas leap to mind: A taxi for your terminators (read, land raider) Some Obliterators Some armour (read predator) Some Big Guns (read Havocs) Something fast (read Raptors) Some meat shields (read More guys!) Taxis for your troops (read Rhinos) Note, despite the fact that the land raider is the 'cool' option, it isn't necessarily the most effective option. I just threw it in there for kicks. If I had to prioritize, I'd say Oblits would be a good swap for the spawn. Either that, or if you have modeling experience and feel up to converting stuff, take the spawn and some weapon bitz and make oblits

Well I kind of moved near Toronto, actually.

Can't go wrong with Heavy Support and another box of CSM.

In general, the more the merrier as far as Oblits go when talking about unit size.
Rhino(s) would be useful if you want to make your army mobile (and/or make a unit of CSMs or Chosen into an assault element)
And Taco is right, you really can't go wrong with HS and CSMs.

First, go for the 1000 pts level. I'd take 2 squads of CSM mounted in Rhinos, with plasma guns, and AC w/ power fist. Add a (deep-striking) Terminator squad w/ reaper autocannon and 4 combi-plasmas, and two Obliterators for fire support.
You need to decide which Chaos God you want to follow. This should greatly imply the HQ. I play a Noise Marine army and let my army be led by a Sorcerer w/ lash, bike.

Against IG with lots of tanks it's hard to win the battle via shooting.
Better try to get into cc.
For this, take 2 Rhino squads, Raptor squad (using Rhino as moving hill), Termies, Obliterators, Predator, and let the army be led by the obligatory Slaanesh HQ with the 'overpowered' lash.

On the Chaos god, pick it according to your style of play. If you pick Khorne, tailor your force more for close combat. I'd make your next purchase a rhino or two to get your Marines in close combat faster, especially against IG.
