I am involved in a lot of competitive play but have decided to make a fluffy/fun army that I can spend a lot of time modeling and painting to a higher standard than tabletop or tournament acceptable. I've always wanted to do a mentor legion army led by Techmarines and really go all out doing something cool for attack bikes, maybe a quad buggy, along with some scratch built dreadnoughts. Anyways take a look at this and see if it's got a a nice balance of fluff, playability, and fairness.

Toss the vet sargeants on your 6 man marine squads, give them a lascannon and bring 3 Ven Dreads, toss the razorbacks.

Give your devastators heavy bolters--it's just alot of points you don't need to spend.

If you really want to have so many teleport homers....just give one to a biker vet sarge instead of to everyone.

Personally I'd run a full squad of bikes + an attack bike, stick the techmarine there...and be happy.

If you want to make it more techish, swap in some necron or iron hands parts into the army. Making the bikes more 'futuristic' by putting them on say a destroyer body so they are 'skimmer bikes' is also a possibility, if a tad expensive...but fluffy/fun armies are often the most fun to convert up, and cost quite a bit out of pocket.
