If a BA vehicle uses it OCE and moves 12 inches or more can it only be glanced in the shooting phase?

The rule is "Skimmers Moving Fast", so unless the vehicle becomes significantly airborne during the move (a la Dukes of Hazzard), I'd say no.

As a rule of thumb, the designers do not hide "easter eggs" in the rules. If clever reading is required to unlock some sort of hidden option, then it is most likely the result of wishful thinking.

But there's no sense crying over every mistake;
You just keep on trying till you run out of cake.

Or a BA Rhino with flames painted down the sides, mega-chromed exhaust pipes, and a massive airfoil on the back... power-sliding through a mass of Gaunts, thumping techno out of huge speakers.
