Trying to break the mold a little with this list, so don't be too harsh, but I am hoping for a competitive list
Maugan Ra
Eldrad
8 Banshees: Exarch w/ mirrorswords
Wave Serpent: TL cannons, VE, SS
[This unit has been Spectacular for me esp. with Doom, which is why i took mirrorswords]
6 Dragons
Wave Serpent: 2xCannon, SS
10+1 Guardians: Scatter Laser; Warlock: Embolden
10+1 Guardians: Scatter Laser; Spiritseer: Embolden
4 Shining Spears: Exarch w/ Star Lance, Withdraw, Skilled Rider
[Fortune, Boost, Annihilate, yes please - target bigger things that banshees can't, or ICs]
2xEML Vypers [separate]
2xWraithlord: BL/ EML, 2 Flamers
[stay close together for focus firing/fisting, w/ Eldrad fortuning their coversaves]
3xWarWalkers: 4xScatter Laser, 2xStarcannon
[Guided death, for at least one round- much needed Ap2. Almost kicked these for a falcon....but why?]
TOTAL: 1999
Pretty much a slightly mobile shooty army with some nice babysitters [maugan ra & wraithlords], and some effective mobile CC, as well as fast scoring units.
I've got a good long time to playtest and such, but some comments would be greatly appreciated!

p.s. some odd unit choices are based on what models are available, but only by preference, i Could do basically anything.

I'd drop the War Walkers, because they don't do well in a competitive environment, especially in larger games.
Replace them by a Falcon and give the Fire Dragons a ride. This frees some pts for more Vypers.

Soooo many problems.
Bring max squads of Banshees, or bring Harlequins in a Falcon instead. Doom or not....is Eldrad riding along with this squad?
Warlocks in your guardian squads, why? Points burned here.
Fire Dragons not in a Falcon? Not a good choice. Falcons survive, WS do not.
Spears should have the shuricannon upgrade on the Exarch, always. BS5...
The Vypers should have more shots. The 7 shot vyper (scatter laser, shuricannon) are pretty good. Missing every other turn with the Vypers ML isn't good.
If you are going to bring Wraithlords, don't bring Eldar Sentinels. They suck almost as bad as IG sentinels, no survivability and you'll only get 1 round of shooting before they get crippled by return fire.
Falcons survive. Everyone talks about VP denial and objective grabbing, but really you'll spend 2 of the first 4 turns unable to shoot them. So you better get good shooting out of them, which you can with 9 shots apiece.
Even just 1 gives you mobility to get your FD where you want to, and deliver them where needed on your next turn. WS don't do that.

I am for the most part in agreement with what has been said. War Walkers are not a solid choice in this list due to the large quantity of high fire rate moderate strength weapons. Drop them and a serpent for a Falcon and either more vipers or Jetbikes with cannons for Anti Horde/Land Speeder utility.
Also I am fairly sure that if you start Eldrad in the Serpent at the beginning of the game you will not be able to benefit from the redeployment rules.

Eldrad's redeployment rules work when he's in reserve, so he'd work in a transport too. Especially since it's 'eldar player' not 'find Eldrad on the board'.

I'm not sure I can join the choir on War Walkers, I've seen them work wonders. I'd give them nothing but scatter lasers though. Like you said, just one round of fire is all you should expect, but that one round can be awesome.

All in all, fact is that Warhammer 40K has never been as balanced as it is now, and codex releases have never been as interesting as they are now (new units and vehicles and tons of new special rules/strategies each release -- not just the same old crap with a few changes in statlines and points costs).

Warwalkers are usable, but only with all scatterlasers and 9 of them, and 9 vypers, imho.
Not a great list, but with some singing spears in the troop slots and Eldrad, it'll win a lot of games.
That's totally offtopic though
In this list I would take 3 Wraithlords in your heavies, and drop the fire dragons entirely. I'd use scorpions unmounted instead of banshees, and use them to babysit your firebase.
Ground Eldar is not a great list but it'll win a lot of games, particularly with Eldrad and Maugan.
Mixing waveserpents with ground elements is a horrid idea.

Thanks for the input, but it doesn't seem like there is a strong verdict on this list.
I am strongly considering switching the War Walkers for a Falcon, as they can be so useful, and VP denial and all that blah. With this in mind I am also tempted to drop one Vyper for another squad of Dragons [in a serpent though], and change the other Vyper to the 7-shot hornet.
For the Guardians I am definitely going to keep one spiritseer to babysit the wraithlords, but just the one.
Oh and no, eldrad was Not going to start in a serpent...lol
As for the Banshees, I am sticking with them as they continually roll up MEQ for me, and harlequins are not as good at that, I have found.
