I guess your going for a screen? If you are not exactly that big of a deal against chaos as theyll love to get into combat with you and their nice PF. Only army I can really see it effecting would be a shooty army and even then id say you need to sink points into wings for them (Only if you had to take them, I personally wouldn't).

He is right in the sense of dont fight any tanks but more importantly dont fight a competent shooty army with tanks. Theres alot of wasted points in the army on little things that could be better invested, but the main things that I had to say something about are highlighted above.
