The army looks like fun to have a shot with but hardly efficient in any shape or form.

What does the Junior officer do? with the mortar it looks like he's meant to hang back but then he has a bunch of leadership upgrades in a force that will be running away from him to get into cc.

Why seven grenadiers? better to take six with two special weapons for the same cost.

Very expensive RR for a unit that dies in the second assault round. Melta or lances, the horsey dudes only do one thing before they die.

Big, expensive and slow ogryn squads, tough to get them where you need them without having them picked off. Walking across the board they are very susceptible to str 8 weapons (and consequently instant death) and softer targets can move away.

Three basilisks also seems like overkill, tougher to hide and fewer appropriate targets. I'd stick to one and buy some chimeras for the ogres.

I am not sure if this is what you were looking for, I suspect you realise these short commings and were just looking for a different take on your IG army in which case congrats, looks like fun

Points left over went into randomly upgrading the HQ with stuff.

I was hoping that my rough riders, with 20 str 5 init 5 power weapons would kill anything they assaulted, then could go after tanks. The Basilisks are there to weaken and hopefully pin down anything that the other stuff couldn't take down. I guess I should drop one, see if I can pay for a single chimera.

You can try it out if you want to, but your list has some fundamental problems.
1. You don't have any reliable anti tank. Your bassies are going to scatter a lot and melta bombs are near useless against skimmers.
2. Ogryns aren't effective for their points. Not to mention that PF will instakill them.
3. Rough Riders are incredibly fragile. If you run them straight down a field they'll get shot to pieces. Granted with some cunning you can get them into combat. The problem is they are useless after their first round of combat. The reason people tend to take 6 man squads of these is because they will over kill other wise. You'll end up wasting the extra attacks after you clear out your kill zone. Also a cunning opponent can spread out his models to minimize your assault potential. In the spirit of making your list work I'd suggest taking 5 RR with lances and the others naked or with flamers.

Also you might consider dropping a ogryn squad in favor of an A-TEAM

Heroic Senior Officer
Commissar
Honerifca Imperialis Sanctioned psycher
Enginseer
Priest

Granted this far from optimized but it's kinda fun.

bottom line is guard just don't have enough punch to really assault anything but tau or other guard

All out of witty one-liners.

If you are dedicated to the concept of assaulty guard, try a couple of these units in place of your ogyrns. I'm not saying they are efficient, just more so than the ogryns.

Veterans
Sarge with Power Fist
3 Melta guns
6 Shot guns
Chimera (flamer)

May as well throw in 5 commissars and 5 priests too (never independant commissars as they can be singled out in assault). You will need to attach one of each to your to your HQ but then you can spread them around your assaulty sqauds. Sounds like fun but very, very inefficient.

Just a nifty concept although extremely expensive is schaeffers last chancers as specialists can take up to 15 points from the armory and come standard with infiltrate/deep strike and 2 attacks a piece. Since you want to run a guard assault army consider taking up to 20 of them with the standard shotguns and then upgrade them with power swords and carapace armour.

Essentially for 26 points a piece you get to infiltrate them in, than take two shotgun shots each, charge with 4 attacks a piece all power weapons and get a 4+ save. They also already come with frag/krak grenades so if you assault into cover they go simultaneous.

Furthermore you can break them up into a possible amount of 5 sub units, and they are all fearless as long as schaeffer lives.

All in all for guard theyre not bad at all for a close combat unit considering your ogryns are 25 a piece anyways.
