I Decided upon Eldar as my new army... but now I need a starting point...
I have come up with an okay army list (I think) but would like some help improving it...
I plan to start at 500 points then build up my army in 250 blocks...

Ok. You have to look at what sort of army you really want to end up with.
Do you want a Mech army? Then ditch the guardians, get another squad of avengers and a wave serpent, and maybe an Autarch on a jetbike.
Do you want a ground pounder army? Then get rid of the wave serpent, maybe increase the number of avengers and give them a shimmershield and give a warlock to the guardians for conceal, and maybe get an avatar. Then work out what other ground troops you want (maybe reapers or something).

Yeah, go either mech with 2 Dire Avenger squads in Serpents supported by Autarch on jetbike, 2 Fire Prisms, 1 Falcon with Fire Dragons,
or on foot with Farseer, Avatar, Guardian Defenders, and fast support units like Falcons with Fire Dragons and Harlies.

Drop eldrich storm. It is not very useful, in particular since you can't use it and mind war in the same turn so in any given turn you are wasteing the points spent on one or the other.

That's a pretty good start for a mech army. Things will be a lot more balanced when you add then next 250. For now, you're going to have to stay at range, pepper the enemy for at least three solid turns, and engage in CC only as a last resort.
One suggestion: For now, stick with basic Dire Avengers rather than the Exarch with extra catapults. You'll get an extra body in each unit, which is actually useful with the tiny number of models you have.
Also, take a Singing Spear on your Farseer. You have no high-strength anti-vehicle weaponry as-is. At 500 points that will usually be fine, but if you face a Leman Russ at that points level, you will be very happy to have at least one BS5 S9 shot in the army. For 3 points and no drawbacks, it's a very good idea.
For your next 250 points, expand each DA unit to 8 including at least one exarch with powerweapon and shimmershield. Then add spirit stones to your Serpents. Finally, either a Fire Prism or a couple 3-elf units of jetbikes with shuricannons are a good next buy.
IMO, a dedicated assault unit will have to wait untill your 1000-point expansion if you;re going mech. At that point, a unit of Shining Spears and switching your Farseer to Fortune are probably a good idea.
And yeah, Eldritch Storm really won't do much for you compared to using Mind War to remove special weapons troopers, powerfists etc. Drop it and use the change to get that Singing Spear on your Farseer.
