Hi, I want to make a primarily shooty White Scars list. Instead of boosting right up to an opponent and charging them, I want to fly down the flanks and pick away at relatively isolated targets.
Traits - Be Swift as the Wind (I don't think taking any other traits affects this army at all)
HQ - Librarian (codicier, bike, fury of the ancients). 133 points
Elite - 4 Bikes (2 melta, tank hunters, skilled rider). 158 points

The elite bikes are obviously anti-tank. The rest of the army is designed to be a mid-range shooty army that can overload flanks and avoid my opponent's most dangerous guns. I have several specific questions, but general input above and beyond answering these questions would also be welcome
1. Anti-horde. I've stuck to heavy bolters over flamers because I don't want to be in assault. Flamers are good, but they won't wipe the target out, which means I'll get charged, bogged down, and eventually dragged down (particularly against large horde units where flamers are usually needed anyway. Such as ork mobs)....does the list need flamers? Maybe on a speeder or something?

HQ. In keeping with the overall idea of running and gunning, I've chosen a fury libby who can dash around getting good fire lines. I'm tempted by the cheaper option of captain w/

3. I have 19 points leftover and I have no idea what to do with them. Maybe I should just not spend them so that I won't give up as many
VPs when I inevitably lose

AP? 6 meltas and 6 plasma guns, probably all of which can fire on the same target and rapidfire if I wanted to...overkill? Perhaps they're points better spent elsewhere? If so..where?
