Trying to be competative but something like OMG what is he thinking and catching my opponent off guard. Thinking about swapping out the Arco Flag for a Inquisitor with x3 Heavy Bolter Servitors/x2 Chirurgeons/x2 Sage's though. Anyways comments/critique always appreciated. Also thinking about dropping the Inferno Pistol for Carapace armor on the Priest and then 10 points ??? What to do with.

Well, you're halfway there. . . .

Sorry, but the list is terrible. I can't even imagine a scenario in which you'd be able to pull a draw against

1) Any Orks

2) Mech Eldar

3) Any Tau

4) Marine or IG SAFH

5) Nidzilla

and the list goes on.

You really need to trim the fat. The Lord is inefficient at his role.

PEngines or Arcos are fine, but taking both means you've overinvested in joke units; the rest of the list is not uber cheesy and never will be, so you can't afford that luxury.

ISTs are only useful for their specials, so 10-man squads are wasteful. A plasma gun on a Priest is an awful idea.

Lastly, if you must take 4 PEngines, take them as 2 1 1, not 2 2.

Basically, I think you need to take a step back and ask yourself how this list is going to win games. To me, it looks like you're just throwing a random assortment of units on the table and crossing your fingers.

Regardless of Codex, at 1000 points you need a lower cost HQ (unless you have a killer HQ that can easily make it's points back; WH do not have killer HQs, in my opinion).

If I wanted to win a tournament with WH, I'd field something like this:

HQ: Cannoness (45)
Troop: 10 Battle Sisters (110)
Troop: 10 Battle Sisters (110)
Fast Attack: 5 Dominions with flamers and heavy flamer immolator (154)
Heavy: Exorcist (135)
Heavy: Exorcist (135)
Heavy: Exorcist (135)

A cheap HQ with plenty of potential to make her points back and then some, cheap shooty troops, horde control, and enough heavy support for games at twice the point value. AND at only 824 points total, there are 176 points left which is more than enough for appropriate upgrades. If the tournament has composition scoring or I don't think I'll be facing much armor/tough HQs, I'd drop one of the Exorcists for a Seraphim squad or a couple small Storm Trooper squads to increase the wounds on the table and add a little tactical flexibility.

In my opinion, to take a codex and ignore their best units just doesn't make sense. Just fielding a WH army in a tournament is enough "OMG what is he thinking" for most.
