Guard Heavy Weapon Crewman

I'm currently in the process of finishing my first squad of converted guardsmen, and I've run into a problem - I'm out of bare heads. My uniforms use caps that can't be modelled over the standard Cadian helmets, so I can only use the four "sergeant" heads out of the plastic Cadian box. Can anyone suggest other plastic sets that contain suitable heads (where "suitable" is defined as, "human heads without hats that cover the sides or back from the ears down" - I can cut off things like skullcaps that only cover the top)?
I don't mind buying complete sets to do this, since I need to build up a supply of spare bits anyway. Unfortunately, most GW figures seem to have either helmets or really big hair that would get in the way.
Here are the possibilities I'm considering right now:
1. Catachans - These provide plenty of heads, but they seem like they'd look kind of large on the relatively petite Cadian bodies. They also almost all seem to have their mouths open, which I don't care for.
2. Empire Troops/Militia/Archers/Handgunners from Warhammer Fantasy - These look like they'd mostly be usable, although some have helmets that are positioned badly for my purposes.
3. Wood Elf Glade Guard - These heads are mostly bare, but their hair might be a problem. I'm also not sure how hard it would be to make their faces look reasonably human.
4. Space Marine Scouts - These heads look like they'd be way too big (and too distinctively Marine-looking), and the scouts themselves only come in sets of five. They do come with lots of other nice parts, though.

Pig iron productions has a nice array of cheap heads for iG like guys. One box includes an assorted selected of non head types. You might chekc them out.
Also, you might research some of the brettonian line (WFB). There is an interesting variety there that may be helpful.

The Empire Militia heads are perfect for use with the Cadian bodies. You might want to look at the Britonian Men at arms kit - some of those heads are also suitable.

All the men at arms helmets have helmets and most of the archers have caps.
Westwind makes a whole line of WWII heads that might be worth checking out.
Can you post pictures of what you're using?
I also nominate Empire Militia.

In particular the annoying yelling head with the slack Sylvester Stallone Rambo-expression. Yeah, I agree.
I think your best bet are Empire and Bretonnian heads. For the Wood Elves, it's not that the faces don't look human enough, it's that they have these funky half-masks and half-helmets that are just weird.

Thanks for the tips. I went with the predominant suggestion and picked up a box of Empire Militia. They look just about right - all but one of the six heads from each head-bearing sprue should be usable (although the one with the helmet will take some work). I'll post some pictures once I finish the squad.
I was particularly pleased to discover that the pack of 20 militiamen actually includes 35 heads. A lot of their other parts look useful as well - they might make a good basis for a conscript platoon.
