There are a number of changes to marine HQs in the new book, including a nerf to the basic statline of Libbies and Chappies and the removal of Rites of Battle. I think the reason why is so the same HQ doesn't get used in every army. Example 3rd ed Chaplains, Fear and Fury Libbies or ld10 Rites of Battle. This is compared to Chaos HQs which are all various forms of close combat monster + shooting attacks (including Lash).
