Sure, it's an electronic tabletop. But, how would it be any less obvious if someone was cheating on it than it would be if they were cheating on a real tabletop?

if by cheating you mean intentionally misrepresenting rules to gain an advantage, then yes it probably occurs. But the onus is on you, just like on a real table, to know the rules, and be able to spot something fishy (or misunderstood, they're the same in the end besides intent). Vassal's biggest failing (and really probably it's only failing) is that, as a 2d top-down table, you basically have to throw away the a vast section of ruleset for TLOS because you've lost a dimension. It's certainly an acceptable substitute for testing out army ideas and whatnot.

I wouldn't even consider playing vassal. 40k isn't a good enough game to be played without modeling and social interaction, imo.

I've never seen anyone cheat on vassel, but since I only play with friends and have never tried doing a pickup game, I guess I wouldn't know.
