...can always choose to stay in reserver and come in from either side or the opponents board edge (chosen randomly).

Is that correct?

Almost, but outflanking only allows you to come in on a side edge, not your opponent's board edge. If you have Snikrot, then the unit can come in on any board edge of your choice.

OK, while I'm at it then, koptas have scout, so they can also choose to stay off the board and come in from the sides then. Is that correct?

Yes.

And note it's not entierlly random where they come in. It's something like 1/2 left side, 3/4 right side, 5/6 your choice, so you've got a 2/3rds chance of coming in where you want to.

It never happens. I have been playing tau and am building an ork army (yes jumping on the battlewagon I know). I use kroot and stealth teams to outflank all the time. Out of the 20+ games I have outflanked they have only shown up once when and where I need them. Usually when your opponent hears you put units in outflank (and yes you must declare during deployment) they stay more than 18" from the board edges.

Typically the kroot show up on the opposite side from where they need to be to assault the turn they come in, and the stealths show up so late in the game their firepower isn't used to full effect.

I assume similiar problems with Kommandos and deffkoptas. Nothing will be in range for the Kommandos to burna or assault and the koptas will show up turn 5 instead of 2 to get that side shot on a tank. At least the koptas have the speed to position themselves somewhere useful if nothing is near the side they enter from.

Actually, Snikrotts rule allows his unit to move onto the table from any table edge (page 62 Ork codex).

I have never had a problem with finding a valid target for snikrot to hit the turn he comes on. Even telling people that I have snikrot, that he can come on from any table edge (my choice), and that yes he will be "out-flanking" people still are loath to give up a good shooting position/cover. I've brought him in one my own table edge before because I had DS'ers that had to be taken care of. Being able to come on from any table edge is great and much much better then the usual out-flankers - there's no randomness invovled.

You have a 50% chance of him coming on in turn 2, 66% in turn 3 and 83% in turn 4. Only once has he not come in for me before turn 4. Maybe I'm just lucky.

Minor rule issue of wording since i saw it came up with my local rules lawyer, to use his special rule Snikrot has to be in reserve, not outflanking. Its a minor difference in wording but some people are really picky about stuff like that. Guy still lost tho.
