Now ive been ready up a bit and found out that Arhiman was ever so closs to finding the key to the balck library, but then other people tell me that he already has it, and he stats in the codex that he has the key to the black library. so which one is it?

and how did the harliquins get control over it?

It is my understanding that the eldar or even the "old ones" made this library with almost all the information in both the warp and materium, everything from "black" magic to jetbikes and wraithbone. Since the black library resides in the webway and only the eldar and dark eldar could have ever guarded it. the harliquines are the bridge between Dark and normal eldar and use the webway the most, even there god lives in the webway [acording to myth].

Arhiman got close and only a handful of inquistitors have even seen the inside but there are unimaginable titan things guarding it, almost impossible to kill. if he got too close i think he would die
