It's about hope and the ability of people to look beyond themselves and their own interests. If nothing else goes the way I'd like, I'm at least happy that the campaign has made that kind of impact.
As a rule of thumb, the designers do not hide "easter eggs" in the rules. If clever reading is required to unlock some sort of hidden option, then it is most likely the result of wishful thinking.
