I start by going through your list one unit at a time and making comments about each choice, after that I will post the list I would run, with minimal changes to your model selection ( if you want more help post every eldar model you own and I will better be able to suggest a list.) Then I will wrap up with suggestions on tactics, and what models to buy if you don't own them.
HQ - Avatar -155
Your off to a Great start, the only reason not to take him is if you plan on using a lot of transports
HQ - Farseer - Doom,Fortune, Spirit Stones - 130 (i will be attaching him to the Bashees)
Every eldar list should have a Farseer in it. But
IMO you need to have runs of Warding in the current meta game. If only to disrupt a Lash or two.
Elites - Striking Scorpions -7-exarch, scorpion's claw, salker, shadowstrike - 180
Let me say that I was not a huge fan of the scorps, but with the new flanking and cover rules they have earned a place in the new eldar army list. But just like the Avatar in a list lacking in a lot of footsloggers they are hardly worth the points.
Elites - Harlequins -8- shadowseer, 7harlequins kisses - 206
With the nerfing of rending harlies have lost a lot of there appeal. If you are going to take them they need to be in a Transport of with a shadowseer like you have them now. I prefer the shadow seer in a unit of 10, I place them in front of my advancing line to give everyone behind them a +4 cover saves, and once I get to about 15" I back them off so that the unit that they are shielding gives them a +4 cover save and they can act as a counter charge.
Elites - Howling Banshees -8- exarch, execuitioner - 150
A Terrible choice, stick them on a shelf and wait for a new codex. With 3
str they have to hard of a time wounding Orks, Plague Marines, Nidzilla,
SM, Deamon, ect.... in short they are overpriced and under preforming. Also they fill a valuable Elite spot.
- Waveserpent Transport - shuriken cannons, star engines, spirit stones - 125
Huzzah! you found the best model in the entire codex. With the change in rules for moving flat out, and the abundance of cover saves you should never have a situation were you don't get a +4 Save. Also with the change in vehicle damage charts and energy field the chance of someone scoring a hit that can destroy it are slim to none. Always take Spirit Stones! Always! I can't think of a reason to add star engines to a fast skimmer. Perhaps you mean Vectored engines, they are a decent choice.
Oh and another thing, Farseers can cast powers that don't need
LoS from inside the
WS, and they measure from the hull so it effectively increase your range by a couple inches in addition to protecting your
HQ.
Troops - Dire Avengers -10- exarch, 2 shuriken catapults, bladestorm - 152
Huzzah Again! Solid gold, I prefer
PW and Shimmer shield, but double cat is still a good choice. I find that the +5
inv save really comes in handy to tie up there unit until my counter assault can get there.
Troops - Rangers -5- 95
There is no reason to ever take rangers, and not upgrade to pathfinders. Pathfinders are the ultimate in objective holding. +2 cover save..... do I have to say more?
Troops - Gaurdians -10- scatter laser - 95
Bread and butter. Add a Warlock with embolden to make sure then don't run and also to keep the wraithlords from acting stupid.
Heavy - Wraithlord - 2 flamers, brightlance, wraithsword - 140
UGhghhhhhhh, this type of configuration hurts my brain..... Wraith swords look cool, but nothing else, Never Ever, Ever, Ever, use one. Ever! on a side note why would you add a Melee weapon to a unit with 36" range? Always take 2 x flamers on every wraithlord you have. There are only 3 viable options for wraithlords:
BL and
EML
Shuriken Cannon and Scatter
SC and Scatter
Thats it... there are no other choices.
Heavy - War Warlker - 2 brightlances - 90
90 points on a 10 armor walker! change it to 2 x scatter laser, its the only way to go with
WW

I am assuming you have an extra squad of guardians and a warlock ( I figure if you have anything extra that would be it)
Basic Idea is to set the guardians with the warlock in a good firing position and let them guard the wraithlords while they take out the tanks. Stick your
WW in cover and don't ever move him, use him to take out light armour or units with high toughness. Move the Wave serpent flat out along the back edge of your board unless there is a unit that is isolated from your opponents main force. Another good idea is to move flat out and end your move blocking
LoS for your Harlies (if they are under 15" to the enemy) or your infiltrated Scorpions then fortune the
WS so that it can reroll its +4 cover saves. Be happy if they waste there shots on it. The extra unit of guardians is to take objectives that the pathfinders can't reach.
I would say that this list of models is almost mandatory:
2-3 more wave serpents
6 Fire dragons, The exarch is optional
1-2 more units of
DAs
Optional models that would make your list better,
1 x mounted farseer
10 x Warlocks on Bikes
2
WW (so you can field a whole unit)
2 Fire Prisms ( if you want to run a Mech Army)
