Okay, this way my first 5th edition battle, Plague Marines against Eldar. Ouch!
It was roughly 1,000 points, not my choice and I had to cruelly prune my list, losing the terminators, Vindicators and one unit of Plague Marines.
I ended up fielding a commander with the mark of Nurgle, three 9-strong units of plague marines with a powerfist champion, meltagun and plasma gun in each and a predator with heavy bolter sponsons, against a Farseer, two units of Dire Avengers, one unit of Banshees, a Falcon, a Wave Serpent and three war walkers.
Lesson number 1: NEVER let the Eldar player make the trip to the terrain closet, he will not bring back enough.
Lesson number 2: Dire Avengers with bladestorm do terrible things to Plague Marines, even with feel no pain.
Lesson number 3: Use some Rhino's!
First turn, my predator got blown up by a War walker. Third through fifth turns, the Dire Avengers softened up my Plague Marines and the Banshees finished them off.
Also, before deployment I confidently told my soon-to-be opponent that I was confident I understood the 5th edition wound allocation rules. There were chuckles from the other tables and then he said and I quote " Nobody uses that crap." Problem solved!
I eagerly anticipate next Monday's battle.

You don't have much choice other than sitting in cover and playing defensive. Powerfists aren't going to do much for you, but melta/plas is a good bet. Blight grenades too... do Plague Marines automatically get those anyway? I can't remember much of the latest Chaos book. That'll help against the banshees only.
Rhinos are just asking for trouble vs. Eldar in a game this size.

You'll do much better at 1500-1750 though.

Objectives.
I wanted to play 2,000 but my opponent only had 1,000 pts all total. I prefer 3,000 but that would require playing against three people, which would take twice as long because they would have to stand around and play politics.

You've at least got a natural advantage with objectives.
Eldar are possibly the best equipped to deal with FnP/3+ saves though. Plenty of AP 2/3 weapons and of course Guide/Doom/Bladestorms.

Anti-psyker may help.

Wound allocation isn't that bad, surely? I take it it doesn't exist in your proposed 4.5th edition?

When you are saying commander, do you mean a Chaos Lord? If you do, replace him with a Daemon prince with MoN and Warptime (or if you want to make an even stronger list, MoS and Lash).

The Plague Marine units are fairly big for a game this size. I'd make the squads smaller (7 each) and maybe even drop one of the squads. Also, Plasma guns are pointless, take Meltaguns or Flamers (and don't mix them up in your squads). Giving your squads rhino's would be a pretty good idea. Even if he pops the rhino, you can still hide behind it to prevent his banshees charging you.

You will want to blow up the Banshees' transport first, as they will rip you apart (assuming the Farseer has Doom). If the Farseer doesn't have the Doom psychic power, than you shouldn't worry to much about them as they'll only wound on 6's.

The War Walkers are the other threat that you will want to get rid of. Luckily they aren't that hard to kill at AV10 and open-topped.

As you can see, you will need some ranged anti-tank firepower to take out his dangerous units first. You could replace the Predator with some long range anti-tank. This will mean either a unit of Chaos Havoc (possibly with MoN for theme) or an Obliterator Cult (the more competitive option).

Also, do not be afraid to move towards him. You are definately not the weaker of the two in assault. Just make sure to kill those Banshees through shooting, all his other units are no good in assaults. Chaos is one of the best examples of a hybrid army (assault/shooting), they shoot the assaulty stuff and they assault the shooty stuff.

I don't think that Plasmaguns are too bad - especially since they're no more dangerous when Rapidfiring in 5th, and they have superior range for a defensive army. I mean, against Mech-ish Eldar, defensive is the only way to play with MEQs. It's still tough, but straying out of cover is a death-wish. FnP helps with those unlucky 1's.

I've had a lot of trouble with Deathguard, and they're a big part of the reason I started playing Eldar. I can't see an easy way for you to win, but I'm definitely thinking about it - I like to know my own weaknesses.

Deathguard are one of the two Chaos armies I've imagined myself collecting, as well (the other being desert themed Tzeentch), so I like to see what they're capable of.

It doesn't. Apparently the dozen or so people at the other tables in my FLGS discarded it pretty quickly, without the extensive debate it's gotten on DakkaDakka. I do feel that some form of damage allocation would be appropriate, however. See my thread in Proposed rules titles Alternate Wound Allocation. It's not perfect, but then the only other alternative I see is allocating and resolving all attacks individually, which really takes forever. The next time my Plague Marines take the field, they will definitely be mech'd up, with some terminators along for the ride.
