Forests like this in warhammer fantasy have a lot of utility. It allows people to place their ranked units in the terrain.

Not to mention that you can use the base as a ... base. You can make other terrain features on circle bases the same size as the trees base. Instead of having a standard forest as a terrain piece, you can make the base and swap standard trees for WHFB Blood Forest Mysterious Terrain Feature or a Magic Stone Circle or an Oil Refinery or an Dark Eldar Warp Gate ...

All up, the options are only limited by the theme of the base.
