The Seasteading Institute plans to build a floating city off the coast of San Francisco, and a prototype could be completed in three years. The city would be constructed from modular components and operate under its own government. Patri Friedman of the Seasteading Institute said the seastead's construction is loosely based on oil rigs but have different specs to allow for open space, sunlight and buildings that can be rearranged

It doesn't say in the article. Although they want to experiment with different forms of government, that doesn't mean they would have to be outside the US, I would think. Sounds like it's basically a hippy commune on the water. I'm guessing they're hoping they get less visits from the IRS and DEA than if they were in say - New Mexico.
