Can tyranid monstrous creatures fire the same weapon twice each shooting phase being that they're monstrous creatures? Or would it have to be two different weapons?

No they cannot. They can fire 2 Different Weapons, but not the same one twice.

If they have 2 TL Devourers, each TL Devourer counts as a single weapon. So you could fire both of them. If you had 2 Vebom Cannons, then you have 1 TL VC.
