Dose anyone know whether there still going to be troop choices in the new codices?

Kasrkin aren't actually a unit. They are used as the same rules as Storm Troopers, because they are the Cadian equivalent of storm troopers. If you read the rumor thread you would know that veterans with carapace will be available with troops, and storm troopers will be elites. You could use kasrkin to represent either.

Veteran squads can have the grenadiers option, which gives them carapace armor

FYI there are rumors of plastic storm troops on the horizon so if you want the Kasrkin models now is the time to buy them.
