So if I want to drop my men along the valk's flight path, do I still have to take the dangerous terrain test, even though I didn't turboboost? I know I could just disembark at their endpoint, but what if I wanted to drop along the flightpath?

No, you can move 12" and Disembark as normal. If you move more than 12" you have to use the special Grav Chute Insertion rules.

Yeah, but I don't want to disembark as "normal" which is within two inches of the hull. That's where the fuzziness lies. My gut tells me I can't do the grav chute insertion without turboboosting, but hopefully someone is reading something I'm not.

Well first of all, you need to brush up on the rules. Skimmers do not Turboboost, nor have they ever. They can move "Flat Out" however.

But a quick reading of the rules clears things up. It says "If the Valkyrie moves flat out..." Therefore, you cannot ever use the Grav Chute Insertion special rule when moving slower than "Flat Out", because the rule ONLY works if the Valkyrie moved "Flat Out".

Yeah, thanks for that. But In this case it is pretty Cut and Dried, not like some other rules oddities like the Deffroller thing (Hell, even I have no clue WTF is meant to be going on with that).
