If you chart the last 10 years, there is a drop at the beginning, a steady climb to a high peak in 2004 (caused by LoTR) followed by a sharp fall, and a downward trend to the present.
Over the past two months the price has risen 17%.

I believe stockholders do get votes in specific issues, but keep in mind that you might own 100 shares while someone else owns thousands or hundreds of thousands of shares.

Shareholders do get the right to sack certain members of the Board, or deny directors their reappointment. Other than approving a dividend and the (re)appointment of auditors at the AGM, that's about as far as their decision making powers are permitted to go for any PLC. Unless they happen to own enough shares for a seat on the Board themselves.
There are moves afoot to give them greater powers in respect of directors' remuneration, following the scandal of recent Bankers salaries but at the moment, and specifically for GW, that is not the case.
