Everybody has going gone crazy over the executioner it seems. I was talking with a friend and realized that for 190 points you can either get:
3 Str7 AP2 small blast shots
OR
2 Str7 AP2 small blast shots, and a Str8 AP3 LARGE BLAST shot (although minus 1 to rear armor)
Kinda makes a stock executioner seem not so amazing. Exe. VS Leman Russ with plas sponsons.
Thoughts?

Its worth it to consider the Executioner with plasma sponsoons, which becomes 5 Str 7 AP 2 blasts
Also note that the LRMBT cannot move and fire both sponsons.

I am happy about it because my IG are focused on plasma. If I can put plasma somewhere I do... mainly for the exploding effect on a misfire but that is me LOL.
So the executioner with plasma sponsons is perfect for me

I think partially the reason people (myself included) love the executioner is because it has a variety of uses and plasma sponsons provide perfect synergy for the tank. I will also note the 40 points for the executioner p sponsons are well worth the expenditure. I cannot imagine anyone tanking an executioner without sponsons.
The single biggest reason I think executioner is better in the anti heavy inf rol is due to the following.
With a executioner all your shots are AP 2 instead of some ap 2 and some ap 3 like you are suggesting. With the amount of wound allocation nonsense that is going on its a big difference on actual casualty results results. Think terminators, I'm alot more likely to kill a unit of CC termies with an executioner with sponsons than a LRBT because of wound allocation.
It also a scary target that absorbs allot of fire instead of my vendettas

I can think of a reason for not taking the sponsons.
If you take a squadron of 2 of them for 6 plasma cannon shots on the move with 2 heavy flamers for backup.
This is done mainly to increase the ability to give the squad cover saves.

I have had a lot of success with LRBT w/ PC sponsons and have not felt the need to upgrade to LR Exec w/ PC sponsons. Spending 40 more points to turn a S8 ordnance into 3 PC shots does not seem very economical.
However, with the new model coming out... may have to field at least one

The "wound allocation nonsense" applies to multi-wound models only, really. Terminators do not qualify for any shenanigans. If you are thinking of units like nobs or nid warriors then yes, but AP 2 vs 3 is not really going to matter against those targets.
Just wanted to point that out.

Incorrect.
Imagine a unit of 5 terminators, equipped as: 1 sarge + 3 PF/ SB + 1 PF/Assault cannon for this, takes fire from a LRBT with PLasma Sponsons
4 Battle cannon wounds and 6 plasma cannon wounds
All plasma wounds go on standard guys so they take six 5+ saves, Two battle cannon wounds on Sarge, 2 more on Assault cannon, each of whom has to make two 2+ armour saves.
The IG player would have been better of not firing his Battlecannon...its the same problem with the devil dog with Heavy flamer.

Have you played with an Exec with PC sponsons yet? It sounds like you haven't, or if you did something went wrong. In my testing so far (probably a total of 20 or so games at this point) the Executioner(s) easily do more damage than anything else in my army. I've played with standard Russes with PC sponsons and it still isn't really close. Those 3 small blasts just do a lot more damage than 1 big one. They're also AP2 so they really hurt units with FNP and units with 2+ saves that normal Russes tend to really struggle against.
