I know you can find wargear and point values in Legions of middle earth, but I was wondering if the LOTR rulebook has any of this in it? I don't want to buy both these books.

The main rulebook has the majority of basic troops and major characters. But you are going to need to by the source book for your faction of choice to get the definitive values.

The legions book is only really good for tournament games and contains many errors. I personally wouldn’t bother with it unless you are into the tournament scene.
