I'm wondering why Magnus didn't just call the Emperor.The only possible reason I see is if Tzeentch made a plan to make his cell phone die and make a black out happen in the area. What do you guys think?

The old Index Astartes article about Thousand Sons touches this question. Once Magnus achieved Psychic awareness to the Warp, "others" became aware of him ( meaning Tzeentch and the Emperor ). The story does not make it clear whether Magnus and the Emperor had actual psychic "discussions" before the Emperor arrived at Prospero but I believe it was possible.

Do you mean during the heresy? The Imperial Dungeons had incredibly powerful psychic shielding that meant Magnus needed up the ante to get a message through.

As for before he may not have been fully aware of him at that point, however when the Emperor was approaching Prospero they were already communicationg with each other by that point. It's said that when they eventually physically met it was as if they had known each other all along
