So I know there are a ton of helmeted, gas masked, and futuristic heads out there that are 28mm and compatible with IG figures, but does anybody know of any manufacturer that makes peaked caps or soft covers (not berets) for 28mm?

Well there are the peaked caps on the masked heads by pig iron. You could saw or file them off?
Sorry, about the best I could come up with, it's very surprising West Wind don't do officer head sprues for command packs.

Soft caps as in boonies? Or the soft baseball-hat-type-caps, similar to the kind found on the Catachan Command Sprue?
Wonko has some boonie-caps and soft caps on his guys in his special forces blog, perhaps you can check that out and maybe pick up tips on how to make them out of GS.
Other than that I am afraid I am useless.

And the West Wind heads are terrible, and the faces are all mushy. I'm looking for something similar to what the GW officers are wearing, or even like mordians or army style soft covers.
It appears that there just isn't a good separate head pack. :(
